SSS MATERNITY BENEFITS: WHAT AND HOW

Are you pregnant? Here’s how I processed my SSS Maternity Benefits.

When I found out that I was pregnant with Baby C, I immediately notified our HR Officer so she could notify SSS.  As soon as I received the transvaginal ultrasound when my tummy was around 5 weeks, I accomplished SSS Form MAT-1 or Maternity Notification Form.  My employer submitted the MAT-1 and the ultrasound report as proof of my pregnancy to the nearest SSS Branch and had it stamped received.

MAT-1

What is exactly the maternity benefits given by SSS? According to the Social Security Act of 1997 (RA8282), it is the 100 % of the member’s average daily salary credit multiplied by 60 days for normal delivery or miscarriage, or 78 days for cesarean section delivery.  As long as a member has paid at least three monthly contributions within the 12-month period immediately preceding the semester of her childbirth or miscarriage and she has submitted the MAT-1 through her employer if employed, or to the SSS if separated, voluntary or self-employed member, she is qualified to avail SSS maternity benefits.

Illustration:

X gave birth on November 20, 2012.

The Semester of Delivery is July to December 2012.  Semester refers to two successive quarters ending in the quarter of contingency.

Exclude July to December 2012.

As long as X was able to pay at least 3 monthly contributions from July 2011 to June 2012, then she is entitled to SSS Maternity Benefits.

After I gave birth via NSD, I accomplished SSS Form MAT-2 or the Maternity Reimbursement Form and attached a photocopy of the birth certificate of Baby C, but I also gave my employer the Certified True Copy of the Birth Certificate for comparison by SSS.  I also gave my SSS ID.  If no ID yet, then the E-6 acknowledgment stub with two valid IDs will suffice.  My employer also attached the voucher which I signed when I received my maternity benefits in advanced.  For Cesarean Delivery, the Operating Room Record or Surgical Memorandum duly certified by the hospital where the member is confined is an additional requirement.

A member registered in the My.SSS Online Service Portal can also apply for the SSS maternity benefits through online application.

The sad part about this SSS Maternity benefits is that, SSS will pay only for the first four deliveries or miscarriages even if no availment was made on previous deliveries.  I have an officemate who had 3 children when she was still a student, then had 2 prior miscarriages.  On her third miscarriage, she availed for the first time from SSS her maternity benefits, unfortunately, it was denied since this was supposedly her 6th child.  Take note that she had been paying her SSS contributions for more than 10 years when she had her third miscarriage.

As for me, I was put into bed rest for 2 weeks due to threatened premature labor when I was seven months pregnant and another 2 weeks for roseola virus.  I filed a claim for sickness benefits and I was paid 19 days.  So for those who were put into bed rest while pregnant, you can still claim your sickness benefits as long as it happened before your 37th month.

For easy reference, here is the link for the SSS MAT-1 and MAT-2

  2. hello there. I was advised to take bed rest on my 8th week, however, when I asked our HR Dept. if I can file for SSS sickness reimbursement, I was told that SSS will not cover if related to pregnancy. I am wondering how did file yours?

    1. i think it is covered. have your OB fill up the form (OB can also advise you if it can be covered), and ask your HR to file it immediately (there is a short time frame within which your employer should notify SSS, only FIVE days from receipt of your notification - this is written at the back of the Sickness Notification Form. Here is the link http://www.formsphilippines.com/view/320/social-security-system-sickness-notification. It's up to SSS if they will approve or deny it. there's no harm done trying. But based on my experience, they will approve it but will lessen the days.

    2. Tell your HR that a lawyer advised you to file it if HR won't submit the form. A friend of mine when she was 3 months pregnant was also advised to bed rest due to hemorrhage. she received 2 weeks ha.

  3. I am on indefinite leave hanggang manganak ako. 5 months preggy ako now. My OB filled out the SSS sickness notification form and nilagay nya sa # of days is INDEFINITE. Pano icocompute ng SSS un?

Nevertheless, maximum of sickness benefits is 120 days per calendar year. if you are on your 37th week, considered as maternity leave na iyon. I would appreciate if you could write even your nickname so I'll know who I am talking to. =)

  4. I became SSS member 1 month before I got my first job here in Philippines. I found out that I was pregnant only after I resigned. I did not know about SSS maternity benefits. I failed to submit MAT1. I had CS delivery on April 09, 2013. I want to know if I can still apply for Maternity reimbursement now. PLEASE advise.

    1. I am not really sure if you can still claim since SSS requires submission of Mat-1 not later than the date of delivery. Nevertheless, you can still try. I advise that you make a personal inquiry to the nearest SSS branch.

  5. hi,

I am technically on my 5th pregnancy now my 1st and 2nd pregancy were miscarriaged but only the second was declared and has medical records, the first one wasn't but my doctor indicated it in her medical reports. the 3rd is successful and was on CS, got a miscarriage again on the 4th and now im on the 5th and things look better. ill be due in March 2014. can i still claim maternity benefits? i have read that SSS will not allow anymore, will PHILHEALTH do the same? my company is a private company which is based in singapore and we have no direct local HR only a 3rd party HR, pls help me claim any benefit since i am already in financial constraint right now.

Manganganak po ako by January 2014 and then nakapagstart maghulog ang company ko sa sss since June 2013. Marie Cris Las Pinas City

So June, July, August - 3 monthly contributions na iyon. You are qualified! God bless Marie Cris. =)

  10. Hi! Im 26 weeks pregnant and I was put on bedrest due to placenta previa last wednesday (jan, 15, 2014). I sent my med. cert to my employer the day after. After reading your post, I realized that our HR should notify sss about my sickness ASAP as SSS only gives a 5 day window for notification. What happens if my employer fails to this within the time frame? Does this automatically disqualify me from claiming my sickness benefit. I would follow them up myself but could not due to my condition. Also can I just attach the med cert given by my OB to the sss form instead of having her fill up the form personally. Thanks in advance.

    ReplyDelete
    Replies
    1. My employer was only able to notify SSS on the 10th day of my bedrest but SSS still paid 19 days out of 28 days. So there is still a chance that you can still claim. However, it may depend on the SSS officer who will be reviewing your case.

I am not sure if you can just attach the medical cert. But to be sure, better to ask your OB to fill up the form itself.

Yung 3 months po is for other medical issues lang.

As to your maternity benefits, it should be advanced by your employer.

  24. Hello,

I have a different situation here. I already filed MAT-1 as well as latest ultrasound of my child when I was pregnant. I also received an amount payed advance by my company. The problem is, my baby is now 5 months old. I not yet finished the MAT-2 as well as medical certification that should be filled up by my OB. My HR also notified me that I they might deducted the amount to my salary if SSS declined to reimburse the amount. Is there really a validity period for maternity benefits?

    1. Hi Glen! How come you have not submitted the Mat 2? I have a link above to the form.

I can't also remember submitting a medical certificate filled up by my ob to SSS. We only did that to claim from Philhealth. Our HR only submitted the Mat 2 and birth certificate of my baby. At the back of Mat 2, it says BC for normal delivery while BC and Operating
Room Record or Surgical Memorandum duly certified by the hospital where the member is confined for CS.

As to the validity, yes there is a certain period within which your employer can ask for reimbursement.

    1. Hi Yvone, I submitted the ultrasound report together with the Mat-1. If June 15 to 22 and binigay sayo ng doctor mo, then write it there. If mapaaga or late, wala namang bearing iyon sa maternity benefits mo.

I filed MAT-1 when I was 3months pregnant, but my employer/HR advised me just LAST week that my Notification was denied due to "SSS claiming it is not your 1st time to claim the benefit, contradictory to what is indicated in the form."
This is my 2nd baby, but I was not able to claim my benefits on my First because Im not eligible yet that time, so I wrote 2nd baby, 1st claim. They told me they will re-file it and correct any necessary info, but can I still get my Benefits if I already gave birth before they can process it? Your answer is highly appreciated. Thank you.

    1. If sa January ka manganganak and not earlier, yes you are qualified, my answer would be different if you will give birth in December. if you will pay for the second quarter this year, baka abot pa naman depende sa last digit ng SSS number mo, maski sa December ka manganak, you are qualified.

    1. Depende how much yung salary mo or yung bracket ng premium na binabayaran mo. May table of contribution ang SSS. You will get 100 % of your average daily salary credit multiplied by 60 days for normal delivery or miscarriage, or 78 days for cesarean section delivery.

    1. ID is one of the requirements. I can't really tell if it is approved already. But if you have already submitted all requirements, it will be approved.

  113. Hello Ms. Edel,

I am (was) 5 weeks pregnant. kaso, hnd pa ako nakapagsubmit ng MAT1. And today, I had miscarriage. Can I still claim for maternity benefit kahit walang MAT1? If yes, what documents can I present? Tomorrow, I will have transvaginal ultrasound. That will probably show I had miscarriage. What to do? Please help.

    Thanks,
    Jik

    1. Hi Jik. To be sure file both Mat 1 and 2. Requirements are written at the back of Mat 2.

      For Miscarriage/abortion
      • Pregnancy test before and after miscarriage/abortion.
      • Medical Certificate/Obstetrical history indicating the number of miscarriages duly certified by the attending physician with his license number, printed name and signature; or
      • D & C Report duly certified by the authorized hospital representative where the member was confined.
